What is possibly wrong with my car?

My car won't start. I have power and the headlights come on nice and bright. There is absolutely so sound when you turn the key. No clicking or wha-wha sound. Nothing. We checked the battery terminals and cleaned them. We are thinking that it is not the starter because it wasn't clicking. We have a 97' Plymouth Neon. ( I hate this car BTW). We are just scratching our heads over this. Any suggestions would be appreciated! Thanks
